
Today, the European Commission unveiled the Horizon Europe Strategic Plan for 2025-2027 during the flagship Research and Innovation Days. This second strategic plan outlines three transformative priorities for the final phase of the EU’s flagship research and innovation programme:

3. A Resilient, Competitive, Inclusive, and Democratic EuropeThese priorities aim to address global challenges such as climate change, biodiversity loss, the digital shift, and the implications of an ageing population.
The plan also emphasizes open strategic autonomy and securing Europe’s leadership in developing critical technologies as guiding principles across its focus areas. To elevate biodiversity as a cornerstone of EU research, the Commission committed 10% of Horizon Europe’s 2025-2027 budget to biodiversity-related topics, complementing existing commitments of 35% for climate action and €13 billion for digital innovation during the same period.
This ambitious roadmap cements Horizon Europe’s role in fostering cutting-edge solutions and partnerships to create a sustainable, connected, and resilient future for Europe and beyond.
